Does anyone remember a tv show from the early 70's that was about a scarecrow?

He was sort of like the lone ranger - did mostly good work but was hunted by the local sheriff. This was not a cartoon - live action. I can't find any reference on the web. Maybe I dreamed it but it's driving me crazy.
