wow...thats not the first time i've ever heard this, but whats more fu**ed up than the question, is the answers that some people are giving. There are people all over the world, in all "social-classes" that don't know who their father is, it's not just "in the ghetto" as you would like to say. This is one of the most racist, ignorant questions i've ever heard anyone ask. I jus caint seem to understand how people these days caint seem to get past petty s**t like that and stop judging people!!!!!!!!!

"ghetto :formerly a street, or quarter, of a city set apart as a legally enforced residence area for Jews. One of the earliest forced segregations of Jews was in Muslim Morocco when, in 1280, they were transferred to segregated quarters called millahs."
Being that in the U.S. we do not force segregation on people based on religion, there is no ghetto here. Hasn't been a ghetto since world war II.
You ask a ignorant question, you get an ignorant answer...

Why would there be total confusion? I notice that you didn't expand your question. I have the feeling that your question is very much race based, although I hope that it isn't, I can't help but feel that it is. I'm not going to attempt to answer your question, because to do so, would be making a huge assumption on my part as to what your question was truly about.

if you raise a child in an enrivonment and they are exposed to this enviroment on a daily basis how can we judge the child when it grows into an adult for not being able to grow past its environment. your question should read, are we right to judge people based on a specific race and or origin due to the fact that we are not assisting the specific race or origin to better itself?
