how would somebody go about building an empire from scratch?

From scratch.................hmmmmm.............................
First, you are going to need some new friends - wealthy friends. I suggest first hanging out in Cabo San Luis, Baja Mexico, or Monte Carlo in the Mediterranean. Get to be friends with bored, wealthy people with money to burn. You are going to need money, and private investors are the way to go.
Second, find a place with both cheap labor and cheap land, so you can have the cheap labor both build your fortress, palace, AND be your Army.
Third, make sure you hire body guards, because the threat of assasination is forever present.
Fourth, well, maybe this should be the first one, what IS the purpose of your empire??? The illegal drug market has already been cornered by the Central and South American Cartels with the Chinese joining in at lightspeed, the diamond mines are controlled by the Dutch, AT and T is retaking communications, you still can't fight Ted Turner or Bill Gates without an expensive lawyer, so far most of the good ones are taken. You might get away with becoming dictator of a 3rd-World country, but so far, the only dictator to last more than 5 years is Fidel Castro, and he's losing his health rapidly. Unfortunately, there's a coup, a revolution, and a democracy ready to take his place. You might find it fun to be 'dictator-for-life' of a very small country in Africa or and island in the South Pacific, but the US is still going to give you a butt-whooping at the Olympics. You could try to start a religious cult, but people with money are becoming more and more leery of those.
I think you'd better fill in the blank, "I am ruler of the _____ Empire" first. Then get cracking.

First you need to start a business and hire only people who act like sheep to work for you.Easy to direct and willing to work for peanuts and give them the availability to think they are valuable and smart.Work the hell out of them make your product the most expensive you can and with your cheap help you should be well on your way.Find an idiot you trust with good morals and pay them just enough for it to be the most they ever made and let them run that business.Then find another business and keep going doing the samething and sooner or later you'll have your empire.
