Videos are very large files and in order for you to see the streams as seamless, arriving packets must be made available to your display instantaneously.
Your DSL has a top stated transfer rate of 784Kbps. You won't see seemless video until you are receiving about twice that, approximately T-1 data rate of 1.5Mbps.
It's like when you turn up a quart-sized bottle to take a drink. You can drink the whole quart, but not all at one time. You take a mouth full, swirl it around, make sure you have a place to put it, then swallow. You're then ready to take another drink. You drink until the bottle is empty.

Are you viewing via a wireless connection? If so, and assuming you've enabled encryption, that might be the culprit.
When I view videos (thru my dsl connection) on my laptop, the same thing happens. When I plug directly into my router (after disabling my wireless connection), all is well.
If wireless isn't the culprit, then the folks above have given really helpful tips too!

There isn't enough bandwidth between the source and your computer.
I don't know if it's YOUR dsl connection, or the pipe between you and the server, or the server's capacity being overloaded. But somewhere, if you are skipping and buffering, it's because there isn't enough bandwidth to serve you (and/or everyone else watching).

Likely cause is that the average receive rate of data is less than the play rate of the video.
