The BEST way to build your vocabulary is to use the dictionary. Look up words that you don't understand when you are reading. that way, the words stay in your mind for a longer time. Reading is also a great way to improve your vocabulary. However, skimming pages, won't help much, since you're not paying attention to each individual word, and reading for the main idea of the passage.
