what would the proper and legal procedure be if you are in the right-hand lane at an intersection and decide you need to go straight?

Turn right, then find some place to legally turn around. That's the only LEGAL way to go if you are already at the intersection.

You turn right then find a place to turn around and go back. You don't change lanes at an intersection, it isn't safe and other drivers won't expect it so you risk a collision.

Turn on your turn signal, and watch the traffic in the lane going in the direction you wish to go. Either someone is going to let you in or it will clear, and you will be able to merge over.

The other option is to turn right, and then pull into a place and turn around and go in the direction you wish to go in.

your not supposed to change lanes once the line is solid.
