Check both modules with CPUZ. Look at the SPD tab. If they have different timings, chances are that they won't run in 2 channel mode. Matched pair is best for dual channel mode.

Some motherboards are really picky and it is generally best to use the same brand of memory for dual channel use as well.
You also need to make sure that the memory is put in the correct slots. The slots are paired and you need to use the correct pair to have the motherboard recognize to use Dual Channel.
My motherboard was giving me the same problem and found that the slots the manual said to use were not the correct ones. So I just tried every combination of slot usage till I found one where the system recognized the dual channel memory.

Some motherboards are very picky when it comes to running duel channel ram. The ram must be from the same manufacturer, be the same size and type, and have the same case latency. Most of the time unmatched ram cards will not run in duel channel.
