A fan. The wind will cause a drop in pressure, which should drop the temperature. Its why breezes and wind are so nice in the summer, and so hated in the winter.

Don't mess with liquid nitrogen dude. You'll freeze your hand off.

That is much more expensive (using liquid nitrogen etc.). A less energy consumptive method is to use water evaporation method (desert cooler).
