It's not safe, especially for women. You gotta have a man with you; never travel alone!
I'm Indian so you can well imagine how it would be for a outsider. And you seem to fall in both criteria- foreigner and female.
Let me give you some tips-
1. Have your hotel room booked beforehand.
2. Do not eat the street food, it may cause gastric trouble.Try to keep to your hotel's restaurant. In case you wanna try the popular items, they are available at established eateries too.
3. Do not eat anything offered by others even as a goodwill gesture. Same with staying at a stranger's place.
4. Do not hitch-hike. Ask your hotel for airport as well as city transfers while booking.
5. Bargaining is the key to shopping. Beware of hawkers trying to loot innocent-looking westerners!

Be cautious at all times just as you would be in any large city. Go out in groups. If you're going for business, ask colleagues to sight see with you. Keep a cell phone on you (one time use ones are reasonable-Hutch is a common network there). When possible, use a driver from your hotel- I've heard or rickshaw drivers scamming single women. Above all, listen to your gut instinct and if it doesn't feel quite right, it probably isn't.
Remember, there's crime in every city; don't let that stop you from seeing a New Delhi, just be safe.

Compared to what? Its like any other big city except a little safer mugging wise. Health wise not so safe and trafficwise and road safety, not so good either. On balance I say its OK, just, as long as you have your guards up at all times, if you know what I mean. Good luck.

new delhi is the safest place in the world....but obviously if u travelling at night alone...then its unsafe i think this thing is everywhere....take precautions....

Any city in India is safer than Nu york, Los Angles or London.
There are more Indians dies in those cities in mishap than Americans die in India.
