My good friend has been getting anonymous hate letters, making obsurd claims, for awhile. There are no merit to these letters, they are just annoying and are personal attacks. They are upsetting my friend and I want to help. The police are involved and have copies of all the letters. There are a few people that we believe (because of past behavior) should be questioned, but notings been done. We just don't know what to do next if the police don't take the time to do something. I understand that they are only ficticious letters but is it not still STALKING? Any help would be great.

Hire a private investigator to track down the source of the letters, and present the evidence to the police. (Then sue the person responsibile for the cost of the investigator).

Well, the first step was turning them over to the police so they have a record of what's going on. Make sure they're updated when a new letter arrives and get them copies of everything with a date as to when they came.
Beyond that, I think your best bet is to have someone watch the house, or install a security camera with a motion detector in the area where the letters usually show up (mailbox, front step, etc). If they're actually mailed to the house, then you need to contact the post office and let them know what's happening so they can track the mail back to the source.

A few things you could try. See if your friend knows about any enemies and maybe solve this by having a different behavior.
