C. 5/4 is the right answer since the refractive index has to be equal to or greater than 1. Refractive index is the ratio of the velocity of light in vacuum to the velocity of light in a given medium.

Since the velocity of light in a vacuum is the highest, and since the velocity of light in any medium is less than the velocity of light in vacuum, the ratio has to be >1. Refractive index of air is a little greater than 1 and is usually approximated as 1. Refractive index of water is about 1.3 and that of glass about 1.5 etc.
