If you check on craigslist.org in your area, you may get lucky.
Check it several times a day. Good deals go fast.
But be careful because some of the ebay scammers have started using craigslist.

You know for about $200 you can buy a cheap NEW laptop. All that will get you is a used, very old, and hope you can play the new games laptop. IF it is just for accessing the internet and writing emails ok then.

There are some swap meets where you can buy used pcs and laptops at that price range.
In Los Angeles, there is one in the grounds for Northop-Gruman every last saturday of the month. You can find inexpensive computers and lots of parts there (the swap meet is only about electronics).

Honestly getting a computer for a child is not necessary. But if you do make sure he gets a decent one with a good warranty. Maybe a cheap Dell for $500

Save your money. You could get a crappy desktop for that price, but I doubt a laptop. If you don't like eBay, too bad.

If your son has 200.00, can you put 200.00 with it? Buying a used laptop is risky, maybe you can get a refurbished one. Google refurbished laptops.
