The chalk, in solid form, can either float or sink depending on the density of the liquid in which it's being immersed. For example, the chalk will easily float on mercury or molten lead, but will sink in alcohol or water.

density of chalk (calcium carbonate) is 2.8 g/cm^3

density of water is 1 g/cm^3

since chalk is more dense than water, it sinks.

the only reason powdered chalk floats in water is due to the surface tension of the water. if you stir it, the chalk will sink.
