Not that I have ever tried it but, if she has her own local user login account, try denying her access to Internet explorer by right clicking it and setting up security on it.
If she logs in through a domain, you can easily set up a group policy that denies her access to the internet.

Block port 80 on the router so she cannot do this, but this might effect everyone on the network, so you might just need to install a corporate "parental control" software for your company.
The reason she is able to get in the internet is Windows Explorer allows you to access internet. Internet Explorer is built into windows very well. Type google.com in windows explorer that has the address bar up and you will see it turns itself into IE.
If everything fails, fire her.

I had this same issue.
If it's a Windows based system, she can get on the internet by launching the file C:\Program Files\Internet Explorer\iexplore.exe.
The easiest thing to do is set permissions on it to exclude her, but then you get into the whole discrimination thing.
The easiest thing to do is implement computer policy and lock out everyone.
Alternatively, you can go into the TCP/IP properties and remove the DNS entries (if they are assigned) or force the Primary DNS to 127.0.0.1 (remove all other DNS and WINS information). then, no one can get to the internet on that workstation.

She must have an Internet browser hidden in her computer. Go to add/remove in control panel and look for browsers like Opera,Firefox,Mozilla and delete as necessary. Also remember, if you do not need to get on the internet, just uninstall it. You can still have a networked computer minus the net.

On the main server you could hinder the IP address from getting on the Internet. You may also be able to do this via the user id being used to login to the machine. I believe that the main server has some options when looking at the user and group permissions and looking at the details of the user id on the server.

Keep track of the amount of time that she spends on the internet, to the best of your ability. Then dock her pay accordingly. If she's not that good of a worker, then you have grounds for firing her. She's insubordinate for sure. She's also relatively non productive. It could be that she's addicted to the internet. Apparently that's a serious problem for some people.

you issue her a verbal warning first and document that you did so in her personnel file. She needs to focus on doing her job ... if it doesn't keep her busy already, add more work.
should that fail, a week later you issue her a written warning with copy to personnel file. this one needs to explicitly say that any further failures to do her job will result in termination for cause. Again, add more work if she's idle.
and if that fails to keep her busy on company tasks you fire her, documenting why you did so.
then when she complains, grieves, or files for unemployment, you provide copies of the warnings and say 'she was fired for cause'.

employees need to regulate their own behaviors and focus on what they are being paid for. as the employer, it isn't your task, imo, to fix employees -- you hire people who seem to be able to do the work and if they demonstrate that they either can not do the work, or will not do the work, you fire them.

Fire her. If you've told her to stop, and she continues, then write her up. You should not have to make changes to the computer itself, she should take the responsibility to do what her boss tells her at work. Worst case - take her ethernet cable/internet cord out of the back of her computer.
