when i on my system the CPU will turn on but the Monitor does not show anything it keep saying Out of Range

It means that your system is trying to drive the monitor at a resolution / Horizontal frequency / Vertical frequency (pick one) that the monitor can not support.

You need to find a way to reduce the resolution or the vertical frequency you are running at.

If you have a higher capability monitor to hand, attach that and then lower the resolution/frequency so you can reconnect your monitor.

Or you can boot into safe mode and reset the resolution/refresh rate there.

You will need to start in safe mode and change your display settings to fix this.

when starting the PC....press F8 repeatedly until you see the boot menu.
then select safe mode.
once it is booted up right click the desktop and select properties...you will be in the menu for the changes.
select something like 1024x768 or 800x600...
adjust from there once you reboot.
