What is a Windows Defragmenting Program? How does it work? At where do I find this option on my laptop?

Once you delete something from your Recycle Bin, it is effectively gone. Windows removes the file from it's system. The file is not physically deleted, but the place holder in the windows system is removed telling windows that the space that file once held is now available again. So at some point, new data will be written over that space. An undelete program can still recover the data if it has not been overwritten. So if you're sure you no longer need the file, remove it from your recycle bin and I recommend that every few months that you clean up your disk fragments by running the windows defragmenting program. It works fairly well, but I highly recommend Perfect Disk from Raxco software if you really want your hard drive working at it's optimal performance level.

For all practical purpose, when you empty the recycle bin, all the data in it is lost. It can be retrieved, but that is usually quite expensive.

this site will give you a sony vaio laptop just for completing some quick online tasks! really recommend it, especially if you're broke but really want/need a laptop (like me).

its possible to do that. But it required expensive DATA recovery software.
