Most of the safety equipment is not designed to hold someone of that size. Though it would likely still work for them, the amusement parks are just trying to prevent any possibility for a person to get seriously injured on the ride. Also, most of the safety equipment is designed to not only keep you from falling out, but keep you more stationary on the ride, especially roller coasters so that you do not get hurt as it jolts you around. A smaller person would not fit as snuggly into those devices and thus would move around more and run the risk of getting hurt.

It actually varies from coaster to coaster - I've seen some with no restrictions and a couple with 54" requirements.

It basically comes down to the design of the safety precautions. People shorter than 48" (or whatever the limit is) are too small or light for the harnesses to work properly. Smaller riders could get shaken around more than is safe, or in extreme cases might slip out of the car and get seriously injured or killed.

Since there so short they would fall out of the ride. Most roller coasters are made for the general public and the general public is taller than 4 feet.

the eqipment and lap bar was not intended for people that size. There ARE some coasters that take ppl under 48", such as some classic woodies that that ppl as short as 42", and kiddie coasters go even lower.

because the safety system comes down on their shoulders. if they don't meet the height requirement, the harness will not lock down low enough to keep them safe
