has to be a vacuum leak but first check the floor mat in the car some times they slip forward and push the peddle down
i know it sounds weird but I've seen it before

As Big Dave said, it could be that the accelerator cable got stuck but if thats not the case then it would be something to do with the injector unit.
The best thing to do is to call a mechanc or if you are competent you could try checking the injectors and if source any parts at a scappy as there are plenty of 214's lying around

lube the throttle cable with a grease gun, had the same problem on a 414 sli had a couple of mechs check it out till a bloke at work had the car and problem check the linkage as well and lube that as well, the lubing of the throttle cable can take a while if you are doing this on your own but with two (one pressing throttle and one greasing) it be done a lot quicker should free it up and revs die down greatly.

Check for a sticking throttle cable or throttle lever. I would say check for vacuum leaks but if it revs right up then that won't be the problem.

i have been a rover tech for 6yrs and found that the problem was the throttle body. try switching the ignition on, press accelerator full to the floor approx 10 times then start. if problem still there.. replace throttle body ..
p.s
pressing accelerator 10 times resets engine management system for throttle.

Could be a couple of things:
1, throttle cable or pedal stuck wide open.
2, throttle body stuck wide open.
Your friend needs to get under the bonnet and have poke around, i'm afraid.

try loosening the rev cable or the accelerator peddle may be wedged down some how other than that with out lookin myself thats the only thing i can suggest except see a mechanic

open the bonnet and locate the throtle cable when you find it try to figure out if its jammed or stuck if so it should free up with wd40 or some grease,if it doesnt free up with that the cable could be frayed and jamming in the casing for the cable,but most likely its the end mechanism which would free up with some oil
