Following up on each welfare recipient would be a financial and logistical nightmare! What many welfare departments have done is to issue a plastic card that goes to an account in a bank with only the amount of money specified for that family in the account. The family can only use that card if they have a driver's license and a social security card. Those get verified to see that it is not fake ID. Only one person in the family can buy groceries, and only at specific grocery stores that agree to certain rules the government sets. It's a lot harder for people to defeat the system. What the family can buy is also limited.
