In the past with uncovered wickets, it wasn't that uncommon for the best batsmen to be put down at the bottom of the order, so you could argue for some of the finer batsmen of the past.
Even in the modern game you get some odd names like Pat Symcox popping up at number 11 from time to time, and he averaged almost 30 in Tests. I guess the problem is that anyone you associate with being a permanent number 11 is there because their batting is terrible. Anyone who thinks that Courtney Walsh was a terrific number 11 because of how many not outs he had needs to remember that this was also the holder of records for Test Match ducks - you'll pick up both of those kinds of records when you have such a long career.
In terms of greatest entertainment for the most inept batting but somehow getting away with it, I'd have to cast my extremely biased vote for the great New Zealand number 11 Ewen Chatfield. Early on in his test career he nearly died on a cricket field after being hit by a bouncer, but still used to stand directly in front of the stumps. He used to infuriate bowlers no end because he had the uncanny knack of missing everything that was off the stumps, and somehow managing to lay bat on anything on the stumps. Watching the bowlers getting steamed because they couldn't get him out somehow seemed to make it OK that the only reason he was batting was because the opposition were beating the pants off us.
