You are not infected. It's completely normal. Vaginas have natural bacteria in them so the discharge is getting rid of that bacteria. Wipe it away when you go to the bathroom, and you'll be fine. More will probably come, but wipe that away too and you'll be fine.
As far as "taking care of it", just clean it like you would the rest of your body when you're showering and you'll be okay. Don't rub anything up IN it, just over the outside.
It also has a natural smell and sometimes it can be strong when you're on or close to your period. If it's strong enough to the point where you can smell it even if you're wearing pants, then you should go see a doctor. But when you're not wearing underwear or pants it's natural to smell something faint.
If you're really that worried, go see a doctor and they can assure you there's nothing wrong.

Clear fluid can be considered completely natural. It happens at the point in your cycle when your ovulating, about 2 weeks before your period. The only time you should be worried about discharge is when its a wierd colour or smells reeeeally bad. Clear is A-OK.
I 'think' this is when your most fertile, like the egg is hanging around in there. So use a condom :)
DO NOT USE SOAP. Your vagina has its own good bacteria which means its healthy and cleans itself. You can use soap around that area but i wouldn't advise getting any inside your vagina. It disrupts the good bacteria and can lead to things like thrush. Try just using warm water.
Hope this helps

Clear discharge on your panties is normal to have and it could mean that your period is coming.
As to how to clean the outter area (the vulva-the external genital area) you can do it with some mild soap like Ivory and water.
As for a smell, if it smells like a fish please let your mom know because this needs to be evaluated by a doctor. It could mean you have an infection going on.

Discharge and odor should not ever be coming from any vagina. Get to your gynecologist, or go to planned parenthood.
You have an STD, or an extremely serious yeast infection, or both. Sit in a tub of warm water, (not extremely hot) with 1/2 cup cider vinegar in the water, for 20 min. that helps temporarily.
Do it morning and nite, until you get to see Gyn. You may need to also use the 3 day Monistat treatment (it's the only one that works, for yeast infections) but if that doesn't eliminate problem or if there is a foul odor, get to Dr. as quickly as possible.

This is a normal part of the ovulation process. It shouldn't smell badly if you are healthy. It should look something like egg whites, actually. Like you blew your nose in your panties! Get a good book on the reproductive cycle so you will know what is normal.

I doubt if you had a clear liquid pool in your panties. Even if you did, that is not a general sign of any infection, including Monilial Vaginitis!
If you are that concerned, have a smear done and you will know.
Any unusual discharge should be seen by a physician, and I would classify yours as UNUSUAL! .
