To cut costs and rip everyone off. Most newer systems have 450+ watts now days.
All major manufacturers produce garbage computers, if you want quality you have to buy a lesser known brand, or build yourself.

It comes down to pennies on the dollar.
The power supply and computer case is where the consumer gets ripped the worst from Dell/HP/etc.
The power supplies they include will barely power the PC out of the box. You want to add another couple of hard drives or install a decent video card and the power supply is apt to short out and fry the motherboard while it's at it. If you put a low-end performance graphics card in (7600gt) a stock Dell/Compaq case, it will overheat the entire PC because the case has a single rear exhaust fan that is much too small. A $25 case from newegg is better.

Core2 Quad 6600 has a 95Watt and 105Watt version. The 8400GS graphics card on that HP machine is just a 38 watter. There is no other single device there that draws more than 20 watts. If that 350W power supply has 16 amps or more on the +12V rail, it should run without problems.
The problem STARTS when you want to upgrade. There will be little amps to spare for significant upgrades. OEMs do not appreciate upgrades because the business goes to the component makers, and not to them. They prefer that customers buy new machines rather than upgrade.

First off, the chance of using all 4 cores to 100% is rather slim. It is really odd that many companies are putting small power supplies in their systems, but the systems do function. It is a 350W PSU that can peak to 500W, just not constantly. If you have concerns, just get a new PSU, say a 600W minimum, for around 20-30 dollars if you shop around. You may even want a dual rail PSU, but those do cost around 50-80 dollars US.

They want it burn your motherboard out when you overload your system. but again, that's just my opinion. always build your system, don't buy pre-build system from those big company.
