The easiest songs for me to write are the ones I write about stuff I want to say to someone but I know I can't. If you feel strongly about the topic then it's easier to write lyrics.

If you have no idea what to write about or have no passion, then my guess is to stop writing until you find inspiration. Otherwise you're just another lip singer.
