If you don't get a permit you can be required to tear it all out. Some jurisdictions will permit after the fact but you may have to tear out some or all of the work to allow for inspection of the rough-in work.

Although it's not all that likely to happen, if the work is discovered during a pre-sale inspection and there is no permit you could lose the sale. The city or county could also step in at that time and require tear-out to allow for inspection.

If you live in an unincorporated area, permits may not be required but it's always a good idea to get one anyway.

You won't need to tear anything out for the inspector to be happy that it was done right the first time. Usually the plumber will be responsible for pulling the permit. Make sure they are licensed and have done the permit work. Could mean they aren't licensed if they don't want to pull the permit. Messy job if they mess it up! Could be MOLD messy and that is a bigger problem to fix. Tread with caution.
