I know I've heard that singer before in a different band that I kinda liked.

The Akon song is sampled from Three Dog Night, a tune called "I'd Be So Happy" from 1974, originally done by Lighthouse in 1971. No credit is given to vocals, so I assume that comes with the sample.

I believe that song is led by vocalist Cory Wells, who also made Three Dog Night some huge hits out of cover tunes "Try A Little Tenderness" (Otis Redding), "Eli's Coming" (Laura Nyro), "Mama Told Me Not To Come" (Randy Newman) and "Never Been To Spain" (Hoyt Axton).
