So far, I'm having a rockstar/concert theme. The colors are going to be black, lime green, and silver. I'm thinking about doing ticket invites with fake backstage passes that my guests will need to show to the "bouncer" to get into the party and be marked off the list.

There will be music playing, a buffet dinner, and cake/presents as well as a 16 candles ceremony from what I've planned so far.

I want it to be more 2000's rockstar, not 80's or anything like that though. I don't know what to do about decor that would be sort of unique, or at least fit my color/party theme. And I also don't know what food to serve.

Apart from that, I don't know what kind of game I should have. I need at least one game as sort of an ice breaker, but mindful of my age.

I'm giving out glowsticks and guitar lights as goodies, also, and there's going to be a shirt raffle.

Those things and other ideas would be fabulous! On a budget!

It's going to be at the end of Sep. and I'm turning 16. Please help?

Some party ideas are have a guitar shaped birthday cake, a stage for budding rock singers to perform on and karaoke of cause, use a large sheet for a backdrop with guitars, stars and amps painted on it.
Your invitations could say "....... will rock the house at her 16th birthdday party".
Hang CDs from ceilings. Have your favorite rock stars posters around the party room as well as guitars and microphones.
Life-size cut out of any of your favorite rock star would be a great photo opportunity for all the guests invited to the event.
Here is some other activities
Rock Star Hair Saloon:
You can purchase colour spray, hair jell etc. and create rock star hair do's for all guest upon their arrival. Possibly bit of makeup too.
Rock Star Boutique:
You can have lots of funky outfits and accessories (glasses, boas, jewelry etc.) and let the guests explore and find their new rock star identity .
or Have a "hot potato" game passing round a bag full of outdated or dress up type of clothes, shoes, wigs etc. When the music stops the person with the bag has to dress in one of the items. Then play the music again and send the bag around again. Then have each person sing and perform in the outfit they have got from the bag.
Stage:
Now that everyone has their new look and identity it is time for them to show their talent. You can call this a show time or talent contest.
Karaoke machine would come handy for this one. You can assign a grown up to be the MC introducing "rock stars" and their act. Kids can sing and dance, show a special talent, lip sync etc. They can perform in groups or do a solo act. Silliness should be encouraged for this one!
Even the coolest kids still like to get goofy, trust me on that. You can take Polaroid photos of kids with their funky hair do's and outfits and have them create their own record or CD label as an art project.
I highly recommend having someone video taping the whole event. It would be great fun to watch the video after the event. You can even make a copy of the video for each guest as a party favor.

inflateable guitars are always cool decorations. For an icebreaker game... maybe some sort of group trivia game relating to music.

I'm a guy, and personally, I don't like long nails. We know a lot of like very long, painted nails cause they're "so pretty", but I don't like them.

A little bit of toenail is fine... but I agree along with you. Long nails are kinda low.
