planets change over time no matter where they are.
chances are life doesn't go with the odds concerning time of existance.
only the right conditions.

example. their molten core could die at anytime, causing loss mag fields and ultimatly loss of atmosphere.

I'd say its safe to say the whole galaxy is a mix if everything is collected by the black holes as they travel through space.

The outer arms of a galaxy are older because the stars that are present at that point have been there longer. Remember that a galaxy is constantly expanding.

In the center, we still have new stars forming. Think of it as you would in the laws of centrifugal force. Every thing moves toward the outer edges. If there were no new stars forming in the center, then the center would thin out eventually. And of course all galaxies are more populous in the center.

The center is the last stage in the life of a galaxy so it must be the oldest.
It is hard to imagine what the dense center is like but solar systems have,no doubt, long gone at the center.
The outer arms are migrating towards the center and this will eventually be the fate of our solar system.
Popular consensus is that a black hole resides at the galactic center but I don't believe this to be true,a different process drives the center.

Oldest: Center
Youngest: Arms

Life will be found where a certain star and planet create the correct conditions. Our solar system is not in the middle and not in the extreme regions of an arm.
