I looked this up and found two different meanings.
1) NCW is an on-line Internet service serving the North Central Washington area.
2) NCW stands for Network Centric Warfare. It is a new military doctrine or theory of war pioneered by the US. Department of Defense

Depends. To me it means North Central Washinton. That is where I'm from. But you seem to be on the other side of the country.
