nothing is lost by saying hello. it should not mean for a life-long friendship, but as a way to welcome to the neighborhood.

Not particularly. I wait out for a few days, get the feel of the kind of neighbor living next door. I don't want to intrude into someone I hardly know or disturb his/her privacy unless I receive some signs of someone friendly and welcoming.

Depends on the aura of the new neighbor. At first, I will say hi or hello if I met him outside the house. Then, if i feel comfortable with her I will ask her if possible to come to her/his house for a chitchat.

Recently I moved into a new apartment here and my neighbors came in and said "Hello" (or Merheba in Turkish) to me. Some also brought traditional sweets as a token of welcoming a new neighbor.

But I guess just saying Hi and Welcome would suffice in most cases, unless traditions demand you carry a gift or token of welcome.

In our community, it is not practical. The walls are high and foreboding. If we chance upon each other as we leave the gate to jog or something, then I make an effort to approach and offer friendship.

Not here in Manila. In friendlier communities I've lived in, next door apartment neighbors usually say hi and welcome new tenants in the building.

in the provinces yes but in Metro Manila, very rare. in the city people often come and go such that friendships with the next-doors is never established

In my hometown, my neighbor gives me new T-shirts when he sees the holes in the old one. So that whenever I need new ones, I just put holes in the one I don't want anymore.
