Oh because people are completely stupid.
People joke about it in the drug world.
I've done my fair share when I was a teen and young adult. (I'm only 25 but I'm past that)
People used to sell fake drugs because most people with sense aren't going to the police.
Some people are just really really stupid.
I guess this would be the best reason not to do drugs.

There are countless of reasons. One is people are using drugs to forget something or to come out from a deep depression.
When you are using drug your brain is not able to work properly for a short span of time. So actually you are not coming out of problem just hiding from it. By using your fresh brain try to resolve it that is the what they really want.

Criminals can be soooooo stupid at times, but the police ALSO missed an opportunity here. If she were so stupid as to call them, they should have played along and had her lead them to the dealer too. I'd bet she'd do it!
