It depends where the food is dropped. On the street, any more than 5 seconds is probably no good. In a restaurant or moderately clean establishment, 10 seconds is a good rule of thumb. However, in a particularly clean place, there's no reason food cannot be consumed from the floor after 30 minutes or even an hour.
In actuality, it takes only a fraction of a second for germs have "attached", but those are the most common guidelines I've heard.

Really, the rule shouldn't exist. There have been experiments that show that the length of contact between the food and the ground doesn't matter. Germs will attach immediately.

after watching an article on just this subject on Discovery. the answer is neither. it is the 3 second rule and it's meaning is basically , you have 3 seconds to pick up something you have dropped and eat it. but according to the article it actually refers to food wet or dry ... like french fry vs potato chip. dry it is sorta safe (the chip) wet the fry never. germs and bacteria attack immediately. so if you drop(spit out) your gum while whistling ... dump it!

germs attatch right when the food hits the ground, if its a wet or moist food it will have alot more germs on it then say a chip.
