I am not interested in financial gain or fame. just want all of our personal safety more secure,police to be punished for what they often,so long gotten away with.

I guess not.

If your story is so unusual, I'd contact a news editor of the largest newpaper and/or TV station in your area. They LOVE stories of police misconduct.
