Just because he put on new rotors doesn't mean that they aren't warped, I have seen brand new rotors be warped from the factory, tell your mechanic you want another set of rotors and when he installs your tires and wheels back on the car make sure he torques the bolts as if not torqued correctly this can warp the rotors.

Check your tire pressure. The front tires will shake under braking if there's more than about 2 pounds difference between them.
After that, check A.B.S system and check for warped rotors. It's not unheard of for even a new rotor to be a little out-of-round.

if it is the drums, the brake pedal will pulsate when braking. apply the parking brake, Does the car shake? yes, drum are warped.
if the rotors are warped, when appling brakes, let go of the steering wheel, does the steering shake? yes, warped rotors

even new rotors can be out of round a little, but they problem wont go away unless,they are turned to correct this problem,it could be that they have a slight warp in them,and also if you have anti lock brakes on it,they will pulsate a little this means their working right ,you can have them pull the rotors off and check them,if they are out of round they can turn them,and correct this problem,good luck with it.

get your rotors re-machined. if you recently got you brakes replaced go back to the same mechanic they should do it for free.

you could have the drums resurfaced to prove that idea. also check the tie rod ends. does the whole car shake or is it in the steering wheel ???

front end alignment. Maybe a broken belt in the tire Its happened to me and that's what they told me what might be the problem i needed a front end alignment
