a friend of mine needs a cell phone. She does not want a prepaid rip off phone. In her area, she has Cingular ( now ATT) , Will they let her open an account ? maybe with a deposit?

Yes, they will allow her to open an account, but be ready for a huge deposit!
I worked for them and have seen deposits of 1500 dollars... So... Try it out, let them do a credit check on her or if u prefer, get someone else maybe one of her family members or even yourself to get the phone instead of her. That is of course if you trust her 100000000000%.
