If the wind were to stand still then there would be a constant wind outside. Why does the atmosphere spin with the earth? Is this the same concept that the tesla turbine is based off of?

In a sense, nothing is connected to anything although electrons can be shared or exchanged in solids. The air does "touch" the Earth through frictional and gravitational forces though the frictional force will have more of an affect on the lateral movement of the atmosphere.

Both the earth and the air have inertia which causes them to spin at the same speed.

The underlying assumption behind the difficulty is the idea that the earth has inertia and the air does not, which is not a true assumption.

Because of the Earth's Gravitational Pull. Same principle applies when you experience an Earthquake while on board a flight.

My basic brain always figured the the earth drags its atmosphere with it (essentially, what gebobs said). After that, I don't even have a clue as to what you're referring.
