WoW and GW can't really be compared, they are very different games.
GWs is a lot more action oriented than WoW. Things happen fast and furiously, and personally I think timing is a lot more critical in GW since you have so few skills running at any time and you have to juggle their recharge time with whatever cost they impose on your character.
The low cap is something, but you keep gaining skill points as you play, so a person who's played a long time will have a lot more skills than someone who just hit the level cap.
The being free is a really big deal though, and that is thanks to GWs instance based play. Because everything but towns are instances instead of being persistent, it reduces server load by a lot.
