Pop-ups are mostly caused by Malware (computer viruses, worms, trojan horses, spyware, dishonest adware, and other malicious and unwanted software). I recommend using Ad-aware and Spybot which are among the best (they are free).

Running these programs in Safe Mode (tap F8 as the computer boots up and choose to boot to safe mode) can be more effective.

if it only happens when nothing like internet explorer is running, then yes it is addware, the best thing to do is download AVG spyware thingy or take it to the computer store for a scan or something.

AVG spyware tool can be found on the grisoft website.

if it's when IE or similar is running, delete all the cookies and look in settings to block ALL pop-ups

get these free tools... adaware(lavasoft.com) spybot(safer-networking.org) HiJackThis(trend.com) winsockfix v1.2(majorgeeks.com)
install and run the adaware/spybot update
start-run-apps-accessories-sys... disk cleanup
reboot safe mode w/ networking (continually press f8 upon reboot)
Run adaware and spybot deleting anything they find.
Run Hijackthis (this shows all BHO's on ur browser~very important)
Run free online scan (trend.com bitdefender.com pandasoftware.com) remove any findings
Run winsockfix v1.2
reboot
start run cmd ~ ipconfig /flushdns

click on your startbutton and click run
then type in services.msc
then in the list find Messenger
click it once then goto the top and click Action and select Properties

In Properties find Startup Type:
select Disable and click ok
restart your computer

i downloaded "panicware pop up stopper" and have no more pop ups. they have a free version and a paid one, they're both good. good luck.
