You can get them for any day.

The bracelet pass is $25 weekdays, $28 weekends, or $20 if bought in advance. They are good for one day, all day from 11 AM to the fair closing.

Actually the bracelets can be purchaced before the fair starts and you get like a $3 discount and they are good any day, BUT they are NOT good until closing. They are only good until 10pm. I was really upset about this last year when I bought bracelets for myself and my niece and went to the Trace Adkins concert and went on rides afterwards and were told after 10pm that you have to buy tickets. If you live close enough to the fairgrounds it is worth getting them ahead of time.

Olympia would be a decent choice. Another possibility would be Bellingham WA, about 90 minutes north of Seattle. They get a bit more snow than Seattle does, is on Puget Sound (which is really not the "ocean"), and is probably your best bet for a town north of Everett that has a decent sized population and at least a bit of a job base. If you want to actually be on the "Ocean", your options are much more limited, and jobs are much harder to find. Most of the towns on the Olympic peninsula are former logging towns that have not yet found a replacement industry and jobs are scarce.
