Your picture link is of some janky golfcourse. Anywho, if you want to build up compression properly, your going to have to re-build the entire motor. New rings, valves ground and re-seated etc...

My brother has a small 6 H.P. for his sailboat. It had fire and gas, but, would not start. I removed the plug and stuck my finger over the hole and he pull the rope. Very little compression. We replaced the Rings and it fired right up.
You can go to the Merc Dealer with Model and Serial number and they have the rings. You could probably find them cheaper with the correct info, like Piston Diameter, but, Merc Dealer be a sure bet.

You'll need new rings & reeds.
Don't bother looking for valves on a two cycle outboard engine.
Remove the carburetor & take it apart making notes or digital images to aid in putting it back together.
Remove all rubber goods prior to dipping it in the carb cleaner you'll need to buy at the auto parts store.
Iboats forum will give you access to a lot of help.
Good luck

You might try taking a 9 iron from your golf bag and beating it until it either gains compression and runs right or it falls off your boat. Problem Solved.
