Does anyone know the e-mail or better yet, the phone number of someone high up at Dell Canada, like a the C.E.O?

Well. The normal route is contact their customer service.

Unfortunately, any mail that address to the CEO Michael Dell email address michael_dell@dell.com will be send to the customer service department.
