Stay away from the vinegar unless you want your house to smell like a pickle. Go to Home Depot, there's a spray you mix, they can help you out. Then you have to scrape the pop-corn off. It's quite easy.

ok let me give this a try, and perhaps really answer your question. Yes you can remove stucco, and have few options
not sure why you want to remove it, being looks, chipping, or updating but you have to replace it with something to please the aesthetics, unless you don't mind the gouges in your ceiling.
1. replace and repair the stucco, remove broken pieces with a broad putty knfe. moisten the stucco repairs with water. apply mix of plaster of paris to gaps, it will expand as it dries, therfore adhering to the creases of the plaster, this sets quickly so work fast. To avoid doign much sanding slightly recess this below the gaps, after this dries, say hour take joint compound and feather out, using about 3 coats. let dry completly, sand as needed, texture to match
2. cover with drywall, plaster is not as easy to repair as drywall. And to make it look good to match is even harder. Most people especially those in it for profit take 1/4" drywall and just cover the walls/ceilings. drywall is more economical, faster and widely used. Just make sure the plaster is sound before applying.
3. now if your concerned about your drywall walls, and want to remove just the ceilign and install new drywall to match your walls, then just lay protecton, cut around perimeter of ceilign adjacent to wall, get a prybar or better yet get in attic and start pushing down on lathe. Take a pry bar or chisel adn chisel out 5/8" along where the ceilign met the wall, that way you can slide your drywall in, the walls is what hold the ceiling up and that is why ceilings are hung first. If thats your question then thats the best answer.
4. your last option could be just cover it with decorative ceiling tile

You could mix drywall mud with ceiling paint ,make a runny paste and roll it on.The thing about mixing it is you don't have to sand. You could use any interior paint .It doesn't have to be ceiling paint.Test an area. You could maybe use a semi gloss, and might make it look better with shine instead dull.Otherwise just put a fresh coat of stucco. It 's on the ceiling You won't be touching it.I have stucco on a wall ,and it sucks on the knuckles.Good luck

Is the stucco on their tight? Save yourself alot of time and money and drywall right over the stucco. Knock off the high spots of the stucco and start hanging.

Spray the ceiling with a water and vinegar mixture.,,,soak it with a sprayer and wait a few minutes, then just scrape it with a spatula...chances are that you will have to repeat this process two or three times however it is easy and quick...
Best is to try this method in the corner and you will see from their how much work is actually involved...sanding is way too messy.

if you steam a small portion at a time and then scrape it off with a wide scraper[8or10inches]it should take no time at all. pretty messy so get some drop sheets.be careful not to gouge underneath.
