It's not only about the speed of the processor, but also the amount of information it can handle. For example, an Intel Core 2 quad running at 1.3 ghz will run a lot smoother than a celeron at 3 ghz.
If you're talking purely in cycle speed, there were some people a little while ago who set up a cooling system with liquid nitrogen and got a processor running insanely fast (world record or something like that).
What it boils down to is how much money you can spend, and how good your technical know-how is. For the best of the best, I would go with a quad core processor (AMD, Intel, whatever), grab yourself a wicked cooling system, and then overclock the crap out of it.

T-tail is right. Especially if you have an older computer. You need a new motherboard that can handle a "dual core" processor. Both intel and amd make them, and they are considered the best because it uses two processors running side by side. Also, make sure your motherboard can handle at least TWO separate 2G Rams. Even though you will not buy those right now (because that would be too expensive) at least then you can upgrade later when the price of two 2G Rams goes down. For now just buy two 1G RAMs.

To use the fastest processors, you will need an appropriate motherboard. That would make what you are considering more than a simple upgrade. Chances with a new MOBO, you would need newer RAM too.
To simply upgrade your processor, you need to check the documentation for your motherboard to see what will work with it, since you do not mention what you have now.
