Start by getting a foundation top match you skin tone. I recommend Maybelline Dream Matte Mousse Foundation, which is a fluffy substance-- neither liquid or solid. It's easy to apply with either your fingers or a makeup sponge. For blush, both cream blush and powder blush work, but try to get it in the color of your natural blush.
For your eyes, go with black mascara and a grey or brown eyeliner. For eyeshadow, you want greys, browns, or pinks, possibly dark blue.
You won't need lipliner, but you may want lipgloss. Try it in a neutral color.
If you're trying to accent your eyes, don't use a bright color on your lips. It draws the attention away and looks silly and dated. If you'd rather accent your lips than you're eyes, however (though the trend right now is to play up your eyes instead of lips), feel free to use a bright color on your lips, as long as you don't use much eye makeup. This can look pretty if done right.

You should play up your eyes and wear some light [or dark, whichever you want!] eyeshadow. You could also buy a forest green eyeliner or just go with black. You can purchace them anywhere...Kroger, Target, Ulta, CVS, etc. I think the CoverGirl brand is the best for drug stores though. Department stores are a whole other story...you can ask clerks there about what your looking for.
I would suggest wearing black mascara. When girls start wearing exotic colors like blue, red, pink...it looks really tacky and un-natural.
When you have fair-skin its important to not wear to much blush, so you might just want to buy a light color and dust it over your cheeks.
Just wear a natural color of lip gloss, nothing like bright red or deep burgandy. Try a nice pink or subtle raspberry. Lipliner doesn't look that good unless you have tons of time to spend on lipstick, and lipgloss is much better, in my opinion [its faster to!!]
Good luck=]

Eyeshadow, the best kind is Urban Decay you can get it at ulta or sephora or some other places. if you have green/blue eyes then the best color to bring it out is a purpleish or plum color, of if you like dramatic colors, try a bright blue or a bright purple. blue, purple, and pink are the best colors for your eye color. blush, I would go with something from benefit, if you have light skin go with a more pinkish color but not too pink and just put a little, too much will look weird.
Mascara get benefit badlash mascara in black, that stuff is amazing!
eyeliner, get urban decay stick glide on gel eyeliner, they have a lot of cool colors but I always think black brings out the eyes better, or a brown.
dont where lipliner without lipstick! please! its terrible.
actually, in most cases its better to just wear a gloss with a little of a tint of pink or red, lipsmackers is fun :)

I would suggest the following line of products that are amazing. Bee Luscious Cosmetics
1. Liquid Powder Mineral Foundation in either Linen or Porcelain since you have light skin
2. Eyeshadow- Mineral eye shadow in Alabaster to the brow , the color sandstone for the lid then the crease outward in Azure
3. Eyeliner- Automatic eye liner with aloevera and chamomile in the color INDIGO
4. Mascara - HD mascara in carbon black
5. Triple Split blush in Pink Mousse
6. And the final touch no lip liner just the LIPTOX SHEERS in the color precious .... WOW you will knock everyone's socks off. Have fun shopping.

Assuming you would want to play up the color of your eyes and downplay the color of your lips, I suggest:
1) Liquid eyeliner, either in black or dark brown. Line both sets of lids. A full line around the eyes always makes them seem wider and brighter.
2) Brown mascara, to match the shadow and play up the color of your eyes.
3) You need 3 eyeshadow colors, I suggest buying colors with shimmer: ivory for your browbone, a warm golden brown for your lid, and a warm dark pink for your lidline. The browns will make your eyes seem warm and will provide contrast to your eye color, and the hint of pink will add a fun touch to an otherwise sophisticated but mellow look.
4) For blush, I would use a dark peach, but use blush lightly. I also have fair skin, and only use blush to draw attention to your cheekbones. Avoid pink blushes at all costs!!!!
5) For foundation/skin-evening, skip foundation and instead use a tinted moisturizer. Try to find one with an SPF. And then even out any oily spots with a good quality powder (go for a neutral as opposed to an actual color, you don't want to make yourself look washed out). Make sure you blend, no chin lines!!!
6) For lip liner, I suggest a neutral lip pencil. I personally use neutral/nude lipliner with any color lipstick, because it fades behind every shade and you don't have to worry about finding two reds that match, for example.
7) And since we're focusing the attention on the color of your eyes, you just want to play up the general feminine shape of your lips, so use a light pink or light brown gloss instead of lipstick. Apply it a little extra liberally in the middle of your lips to give yourself a very natural pucker look...very sexy. :)
I hope this helps! Have fun!

well i have light skin, same color eyes as well. i have found that dark brown, and charcoal eyeliner look great! (depends on the look you want. whether simple or sultry) eye shadow's, a lot of browns, and pinks mixed together! for blush try one that matches your original lip color. mascara do brown, and black as well to match. a great one is lash exact by cover girl! i don't know about you, but i have always found problems with clumps, and itchiness. this is the first one that feels good, and no clumps! lip liner i would say light browns and pinks! try a light pink liner with a beautiful pinkish orange lip gloss! also instead of wearing foundation use maybelline matte mouse! it's so hard finding a foundation to actually fit our skin color, and you just look orange. just put it lightly over your skin then use a concealer for blemishes. hope this helps!!

Eyeliner: black eyeliner will make your eyes appear bigger. that will help make them noticeable
Eyeshadow: try a medium-brown shadow on your lid, and a gold above your lid. not ON TOP of it, above it. you can also try other earh-tones and natural colors. as long as you blend it correctly it should work well.
Mascara: Try black mascara that gives your lashes volume, and apply that on the top lashes. on the bottom lashes, apply clear mascara.
Foundation: buy a neutrogena or another natural foundation so people aren't distracted by redness, scars, acne, etc.
Blush: you may want to go to a makeup counter to get the correct color for you.
Lips: for lips going towards a natural look, try chapstick or a nude lipstick. For a color look, try a light pink for day, or a red for night.
Lip liner: when you buy lip liner, you want to make sure it looks good with your

i went to icing the other week and picked up some shimmery eye shadows. they had 3 different color palets, very nice
they had bronzers too
go with brown/black mascara
as for the rest it's difficult to suggest bcse i'm not sure if you are going for daily make up wear or special occasion etc
i always like going to a make up counter like lancome or bobbi brown and getting a make over then getting the knock off equivelents in other brands...
instead of spending $38 on a few shades from bobbi brown i got the stuff from icing for $12.50 (more colors and the bronzer was 1/2 off too)
oh i like using grey, white, green and brown eye liners- depending on the look i'm going for.
i use lip gloss, light sheer pink or clear. not much color during the summer.
blush i keep light bcse i tend to get pink cheeks if i drink and don't want to look like a clown if i go out and have a drink or two....
