Bush is a lame duck president by all accounts, Rove realizes this and is probably going on to help the Republican party in what will be an uphill election in 08

Its something the President has known for awhile. Many advisers will leave in the last two years of a lame duck presidency because they are setting up their post administration jobs. No problem for the President or Rove.
