It is not unusual for any administration to have resignations in the second term or in the last two years of a second term.

I am not sticking up for anyone it is just that this is a fact. If Rove is planning on writing a book (which he claims) then this is the best time to start writing one... the publishing companies would love to release a book in January 2009 (or November 2008) from someone like him. He has been bad at his job for the last few years (and brilliant in the first years), its better if he leaves now and probably should have left earlier.

There's always going to be turnover in a two-term presidency--staffers either want to ride the next popularity train to their next meal ticket or carve out an electoral niche for themselves.

The real question is why are they bailing so late in the game? Rove should have left at least three years ago. Rumsfeld and Cheney aren't going anywhere--too much to gain monetarily.

As the Bush Presidency nears an end many of them are probably leaving to work on behalf of the next republican candidate, thereby striking terror into leftist hearts. Deep down inside they know that Bush's advisors have done a fantastic job for the last seven years and are naturally afraid that they will succeed in getting another republican elected. Their fears are justified.
