if by retarded, you mean that they have a mental handicap, i hope that you are kidding about the cane and whip. if they are truly mentally challenged, then they may not know that violence is wrong, so by employing violence you would only make that individual believe that violence is alright. you have to be kind and figure out just what they are trying to say through their violence. when you figure out what their violence means, then you can teach them how to properly communicate that feeling. when all someone knows is violence, that is the way that they will utilize to communicate, because they don't know any other way. violence is an exceptionally effective way to get attention. you may want to reevaluate this person, before you go to the level of the individual by being violent yourself, to get the attention of the individual, because that may just be what that person is trying to do get your attention through a tried and successful means.

I went through the exact decision in executing the cane on a mildly retarded yet violent individual. No means no! I had put my foot down on a decision that was made for the right reasons. She attacked me full force with all she had and hurt me. I was called out of my name and my house and car sustained damage from her actions. I had to spank that a--. I felt guilty after-wards but I received solace in the matter.
I called the police and the ambulance. The police said I was in my rights to do what I did because I was violated in my own house. They took a report and told me to have a nice day.
When you're dealing with these type of people you are to be wise as a serpents and harmless as a dove to their spirit. But to the physical, the bible says, "the Kingdom of God suffereth much but the violent taketh by force."
Jesus had to whip the money changer out of the church and He was not passive because He had instructed them not to do what they were doing. They thought He was just making noise because Jesus is a gentle Shepherd. They continued to do what they wanted and He had to show them what He meant. My mom use to say to us when we were little, "if you can't hear me then you can feel me!" We turned out great adults and most of us are civil and saved! My mom and dad had 15 of us!
