Spruces have just one growth spurt a year, in the spring. So you want to have the fertilizer with nitrogen down just as the growth starts. Thereafter, the need for nitrogen drops, but isn't eliminated through the rest of the growing season. While I agree in general with the above recommendation, I'm not sure I'd fertilize in August. The exception would be if your soil is pure sand where soil nutrients can't be held by the soil particles.
If your tree is in a lawn, then extra fertilizer probably isn't necessary as the lawn fertilizer is also maintaining the trees. The exception would be the sand soil again.

Generally, it is not necessary to fertilize trees. If you do decide to use fertilizer, you should only do it once every two to three years. Trees grow in the spring, so best to fertilize in early spring. Do not fertilize after July 1, as it may stimulate new growth which will not have time to harden off before winter.
