Your method of data collection is probably not valid. The fact that you are taking the bus at the time that you are collecting data skews that data, because you are taking the bus at the same time as the other people. If you wanted to collect data accurately, you would need to measure how many people rode the bus at all times of the day, not just when you decided to ride it (or whoever it was who said that they are overcrowded).

because everyone likes to ride at the same times, while off-hour buses are emptier.Since many more people experience the overcrowded buses, they seem like the norm.
