I would like to be a wizard because with magic spells and praticing i can be a cleaver and powerful magical person (plus i could get a cool cape.)

Yea, but dragons can shape shift into anything, and don't have to memorize spells, unless they happen to be a dragon who is also a wizard. Otherwise they cast like natural magic abilities: X number of times per day. Also, a wizard never gets as many attacks per round, supernatural strength, fly at will, yadda yadda.
And those hit dice. Nah, I'll choose dragon.
Sorry to totally nerd out on you, but you asked. Dragons and wizards (both being imaginary things) are notoriously hard to research for hard data for comparison, so I took the most readily available source.
