I have found that when it comes to young delinquents, they usually have no dicepline at home, all the young kids that hang around near my home, get bollocked by me if they do anything to others property, you'll find that most kids will be that startled that you said something they will move on, although I know this is not true of some, but get your husband to try a firm approach
example, while walking in the park last week with my dog, i saw 4 lads digging up the bowling green, as I approached they ignored me until I shouted, they all picked up their coats and said sorry, as I bellowed that I didn't want to see them in there again. I know that some dads have been injured by "having ago" but what I do is treat them as if it was my son and not try to take them on in a fight. well if it doesn'twork at least youve tried. but Ive found you gain more respect from tis approach

realistically he's going to have to do a lot more to get locked up. he'll recieve an asbo at best, then get awarded a playstation 3 for mugging an old lday. my personal favourite way of dealing with this kind of problem is to catch him on his own, you should be wearing a mask, obviously. then give the little b@s##rd a really good kicking, make him cry a beg you to stop. maybe slightly harsh, and breaking the law a little, but it will certainly do the trick ,much more affective than the criminal justice system.

Although I agree with "shutyerfaceup", this is probably not the best way to go.
Keep reporting him to the Police. Make a nuisance of yourself with your local councillors and consider forming/joining a neighbourhood watch scheme.
The police have anti-social behaviour units who can probably help, Your councillors will deal with the Police and social services regularly and will know who best to contact - and have a little power to make these people jump into action.
Finally, a neighbourhood watch will expand your circle of important friends (area police commanders, councillors, local neighbourhood partnership members, etc..). Make sure you attend all meetings and other ceremonies and you will have an "army" to tackle this little toerag!

Don't think he can be locked up at 14 (mores the pity) but surely the police would have to do something about the little git. Maybe they could put him on a curfew!!! Good luck with it, it must be a real pain!!

You should have something like juvenile court and family social service. Just a phone call there and they take care of the young men. Here in the USA we have juvenile court system that also incorperates Family Social Services.

He could get an an acceptable behaviour contract or an ASBO, if he is in rented accommodation his parents will be breaching their tenancy agreement so can be evicted, if he is in Private accommodation look at land registry find his parents mortgage company and threaten to sue them for funding ASB.

I've actually seen a 12years old being given a sentence a few weeks ago for assault on a 5years old girl.
I think you should report it no matter what age..they need to learn which are the consequences of their bad behaviour.

Take a couple of mates, dressed in balaclavas, take him to one side and tell him in no uncertain terms that if he doesn't stop he'll be cleaning his teeth through his backside. This method used to work in the 70s, I can't see why it can't now.
Queue the thumbs down from the liberal human rights lot..."Shouldn't scare the little 'angel' it's not his fault, he was weaned off his dummy too early!!"

Unfortunately, nothing can be done about this apparent waste of space - it's not even worth reporting him to the police. He knows is he too young to be locked up - that's why people of his age get away with it. What a waster.

Get a couple of ski masks, and a couple of friends, and kneecap him. Tell him you'll do the other knee if you ever catch him vandalizing anything again. For good measure, kneecap his mother. She's a waste of carbon too.
